Resizing partitions with a software program like Partition Magic would be the ticket. BootIt is a highly regarded shareware program that also includes backup image making software. Since it is shareware you can try it for free for a limited time. Maybe you only need to run it once.

Short of partition resizing, you should store data files on other partitions, even for programs installed on the C drive. Windows will use the drive it is installed on to store temporary files for burning cds, compressing files and other tasks unless you tell it to store them elsewhere. You might free up some space permanently by redirecting where these are stored.
