... and some treaty mentioned - if I recall correctly - by Kissinger - the Treaty of Westphalia? 1648?

Yes.
Win Smith posted first a summary and then the full text of the Kissinger article: #reply-17888609
You briefly commented on the summary: #reply-17888122
Earlier Carl had posted a reference to the full text of the treaty: #reply-16548806

<And we were all here during the debates about what to do about the Taliban in Afghanistan, and some treaty mentioned - if I recall correctly - by Kissinger - the Treaty of Westphalia? 1648?> With reference to Afghanistan? I believe it was with reference to Iraq -- not Afghanistan.

Someone asked me whether Clarke apologized for any of the deaths of people who were killed by terrorists while he was a security advisor under Clinton. I think the answer is no. Just 9/11. Hmmmm. Were those deaths not also due to intelligence failures?

In fact, was he not higher status, and thus more responsible, for deaths under Clinton? Hmmmm.
