More on the British cavers.

The men, who were on a military training expedition, emerged last week from flooded caves at Cuetzalan, north-east of Mexico City, after spending more than a week below ground.

Mexican president, Vicente Fox, has already intervened in the matter, saying his government had demanded from the UK “clear information about what they were doing” only to receive answers which “frankly did not satisfy”.

Officials believed there might have been a technical infringement on their visas since although they had the right papers for exploring the caves, they were also mapping them, a common practice for potholers. Mapping comes under “scientific” activity – and needs another form of visa.

The six, from the Combined Services Caving Association, were taking part in Exercise Cuetzalan Tiger, a mission designed to teach self reliance, endurance and leadership.

Now the above British article never states whether the Brits had only tourist visas. And there was an implied rebuff in them refusing Mexican help. So I believe Fox sees an opportunity to put a "finger-in-th-eye" of a gringo with few repercussions.
