The US Government does NOT collect income/capital from its own effort in the same way a business does. It only receives money from taxes from individuals or corporations.

"The Feds also receive money for services and products. "

US tax law says any US citizen is taxed on global income. It is my belief that if a US citizen resides outside the US, then the 1st US$80K is tax exempt, because the citizen does not use "US services".

Wonder how the accountants for the government work this. Does the Government provide the initial funds for the project...(i.e. airports, ports, utilities....)? Or do those entities come up with the original funds themselves (as does private business)?

After income comes into to those entities, do they pay back the original funds to the Government, with interest? Regular business' does this, as most of us know.

Do the local government agencies you spoke of that operate without tax revenue pay taxes?
