<Israel, instead of surrendering, starts a war>

= False Dichotomy.

The choice you don't mention is defense (using the dictionary definition of the word).

In 1956 and 1967, Israel started the war. Because of that aggression, Israel's support throughout the world was seriously eroded, and Israel became more and more isolated. Israelis are constantly complaining that nobody (except American militarists) support them, but it's their own fault. If they would make war only when they are attacked (actually attacked, not just scared they will be attacked), they would have far more support from other nations. Instead, they have waged repeated wars of aggression, and continue an indefensible policy of colonizing Arab land.
