<During World War II, "emergency" powers reached a zenith>

The Civil War, too. If Lincoln didn't like what a newspaper or magazine was publishing, he ordered the U.S. Mail not to deliver it. Editors and newspaper owners who were insufficiently patriotic (as unilaterally defined by the President), ended up in jail for the duration.

The decision to go to war, is a decision to suspend the Bill of Rights. It happens every time.
