because they grossly underestimated the facilities in Iraq to deliver the oil. The Bush team went into Iraq not so much to directly get at the oil but instead to undermine Opec.

Of course there is a better solution to undermining Opec and that is to lessen the US oil consumption numbers with either new inventions or conservation or both. But this approach would leave Bush cronies out of the loop so it was shelved and instead we went on a killing spree.

It's not happening because in this, just as in almost everything they've done, the Bush Administration misjudged the situation, mishandled the mission and now they've had to change tactics. I would have thought that was obvious to anyone paying attention.
