The quote that says Clarke said no overall plan was handed from the Clinton administration to the Bush administration is either wrong or a part of his testimony in which he discussed the semantics of plans and lists. He considered what has handed over a plan; Rice claims to have only considered it a list. He said, at one point in his testimony, that whether one considered it a plan or a list, the commission should examine the material handed over.

So the quote is completely wrong. And is evidence of the degree to which the WH is worried.
