I do not understand the timing at all.

Part of it is "wog factor," as the CIA puts it. We cannot expect them to think the way we do. A good part of it may be a "beat Bush" syndrome. Some of the leader are quoted as saying that, but it is difficult to know if they are really care who is in. Again, we are applying our thinking to theirs.
