Maybe they're getting their advice from the same people who told us that Saddam had enormous stockpiles of WMD? Playing us against each other?

Killing off the clerics and their militia now would play into the hands of secular power seekers?

Has at least the virtue of making sense.

Part of it is "wog factor," as the CIA puts it. We cannot expect them to think the way we do.

If you see people behaving in what appears to be an irrational way, do not automatically assume that they are irrational. Consider the possibility that there is something in the picture that you aren't seeing.

I've been telling this to foreign aid workers for years (actually decades). It's good general advice for managing affairs in places you don't entirely understand.
