I'm not overly impressed by Saxe's purchases. Given that he sold 200,000 shares in 2002 the fact that he bought back 5,000 shares in 2003 is only a minor vote of confidence in my opinion. Overall he seems to have a fair level of optimism in REFRs success (since he held 400K shares as of January 04), but doesn't seem to share Nancy's opinion that success is a sure thing.

I would also have more confidence in REFRs success, if they were confident they could get the cost of film down to less than $15 per square foot (or at least had a 2004 goal to reduce the cost to less than $x). At $60 per square foot, I don't think it will capture several % of the worldwide glass market as advertised.
