Most certainly preventable or could be substantially mitigated. Although complete prevention would be desirable, would 1 of 4, or 2 of 4 much better than all four? All the warning signs and chatters were there. So, who ever thought (or perhaps convinced them) that such attacks could never happen? Most people think it's all or none. No one give thought that it could be one or two instead of four. Just as no one thought those mighty towers would melt down they way they did.

Negligence?, or Incompetence? I say both.

Condi and GW were AWOL on terror in 2001. GW was on his ranch and in all quotes from him AFTER he was warned about AL Qaida domestic hijackings on 8-6 not a single mention of terrorism. In fact, GW never mentioned terrorism prior to 9-11 except in relation to rogue states, by which I guess he meant Iraq. In fact, Iraq has never attacked us with a terrorist act. Surprising but true.
