You're wrong about that. The tax code is changed every year. The Bush years have been punctuated by tax cuts, which have mainly helped the wealthy. The dividend tax cuts, was mainly for the wealthy. The tax cuts by Bush helped mostly the rich.

Cheney-Bush's tax cuts ENORMOUSLY favor the very-very rich and powerful over the upper middleclass, middleclass and lower middle class. That's just a fact. The estate tax cuts are the worst because no one with an estate under 2 million net value gets taxed when they die anyway. Therefore the vast majority of the Bush estate tax cut beneficiaries are very rich. The Cheney-Bush tax plans were written by the very rich for the very rich. It's undeniable.
