The Cheney-Bush tax philosophy is that billionaires who don't need public education, public health care or anything else public shouldn't be paying for it. Unfortunately, when the very rich get off easy, the entire infrastructure, budget and social fabric of the country starts to disintegrate because our system depends on those who can afford it paying more. It also moderates the true maxim, the rich get richer and the poor get poorer. Clinton proved that a healthy middleclass is the engine which causes everyone to benefit. Bushies could care less about the middleclass except during the election season.

You misread my posts Sir Orca. AS was talking about major changes to the tax code. Those happen rarely. Sure, there are tweaks that go in periodically, but that's all they are, tweaks to certain sections.

AS is calling for a massive overhaul. Something on the order of magnitude of what AS is predicting is a rare event.
