The reasons you gave are the reasons Clinton could have used to avenge the USS Cole, bombed 12 Oct 2000 BUT they didn't, because they said "they didn't have absolute proof that OBL did it......."

Things you said Bush Group could have done, would fit the USS Cole situation as well........

There is a LOT we could have done to prevent the attack without specific details. How many of the attacks would have been successful if all the planes had hardened cockpit doors? If we can't do anything to protect ourselves without specific info as to their plans why have we made all the changes to airline security? Why do we inspect luggage on flights without specific threats?? Should we leave the doors unlocked without a specific threat?

Thats all true but costs money and causes inconvienience, complaints and delays.

Now after the Spanish train problems we can do the same with trains, busses, and cruise ships.

The Government would be considered negligent not to implement major changes which they are doing.

But America has been too successful, too many assets to protect, including oil field workers in SA.
Make a list:
Over 100 nuclear plants
nukepills.com
Refineries
LNG storage tanks and tankers
City water reservoirs
Dams
Airports
and countless more.

So chase down the villians -aggressively
