As far as I'm concerned Condi Rice "won" in terms of how the average voter would judge.

I think Condi's testimony failed to portray a sense of urgency towards terrorism on the Bush Administration's part. Richard Clarke, the nation's top terrorism expert failed to get in front of the President for almost 8 months. She could not effectively say why that happened.

After 9/11, you had the Department of Homeland Security established. But it was Richard Clarke who continuously kept telling Condi that Homeland Security needs to be elevated to a cabinet rank. But it was ignored. Why did Bush have to establish it after the attack and not before as Clarke suggested.

I think to say that Clinton did not do it, to say that the bureaucracy is at fault because of the way the CIA and FBI functioned etc. is to shift the blame. Instead Condi should have done what Clarke did "I am sorry. We failed you. Your Govt. failed you." Anything short of that is not considered as a good performance.
