Who would make up this NATO force. The US is pretty busy in Iraq and to a lesser extent the UK is as well. I don't see a large force of Germans going to the Middle East. What would it be a French led force? Eastern Europeans?

I believe it would. It would force the militants to focus, not on Israel, but on the "flavor" of government that was going to govern Palestine.

I don't think it would work that way. The Palestinians would be focusing on Israel as their hated close by neighbor, they would be pushing for more land then they would get and probably a "right of return". If the multinational force didn't tilt in their direction and had any effectiveness at all at cracking down on terrorism then the Palestinians might see the European force as agents of "the Zionists", and if it is going to be ineffective at stopping terrorism then there would not be much point in having it there

A NATO presence in the West Bank, with the accompanying economic support and relief, would decrease the Palestinian dependence upon finding work in Israel.

What a pipe dream. The Pals already get the highest per capita foreign aid in the history of the planet. What have they used it for? Why would that change?

We heard this with Oslo. If governing their own cities and populations didn't make them "focus", having a bunch of NATO troops on patrol certainly won't.
