You give these countries the rebuilding contracts, and they will jump all over to grab them and even send in their troops to ensure peace so that their contractors can acrry out their obligations. Remember it all started with the lynching of the contractors, not firing on the troops. Get a hold of some iraqi youth entrepreuners, give them the seed money to establish their contracting business and give them the contracts. Nation building by the Iraqis themselves. They will pour out into the streets embracing the American troops.
