The hijackers should never have gotten close to the airports. The FBI had Atta dead in their sights, and had also identified some of the hijackers taking hijacking lessons. 2 more hijackers were living with an FBI informant. Two other hijackers were on a terrorist watch list and allowed to enter the country anyhow. Half of the hijackers were stopped by airport security, then allowed to board the planes.

For all practical purposes, the entire 9/11 plot had been exposed by good old fashioned police work. All that was left was to tie up some loose ends and round up the bad guys.

The problem with a false flag operation like 9/11 is it's necessary to plant lots of clues and evidence to pin the crime on the intended patsy. Unfortunately when you do that, you get a bunch of regular policemen likely to screw everything up by doing their jobs. It took stand down orders to keep FBI agents from busting the whole thing wide open.

In the context of what happened, the August 6 PDB was a progress report on what investigations needed to be halted in order to keep everything on track.
