You surprise me. How can you say that President Bush could not believe this could happen. You got to be kidding.

We live in a democracy. We disagree all the time and work things out. That's how it's supposed to work. So how in hell could you possibly say " Bush could not believe this would happen. How do you dream things like this up. Don't you stop and think about what you are going to say?

IMO Bush would likely count on disagreements in the new Iraqi council. There is supposed to be disagreements....Duh. :-)
