You say change the system and I agree. We have significantly changed the system after 9/11 especially with respect to how the CIA and the FBI work together.

But vigilance is the broad goal and the system is the vehicle to achieve that goal. Clinton had devised a system of vigilance which kept OBL from attacking the US. Example, foiling the millenium bid.

Bush let his vigilance down. That is what people are saying. SO IT IS VIGILANCE.
