The blame game is pure politics, but since Bush made 9/11 the centerpiece of his advertising campaign, the bastard has it coming.

I think that if Clarke had been given the run of things and been given the full and active support of Bush and his Cabinet, we'd have been able to stop all or at least part of 9/11.

The fact that didn't happen doesn't mean that the Bush people are extremely negligent or incompetent. It does, however, suggest that they should never have tried to lay the blame back on the Clinton Administration by claiming that there was no "plan" and that the Bush Administration was in the middle of making one when 9/11 happened.
