Once again I agree. There was no way to accomplish institutional change in the agencies and interagency relationships. What Clarke wanted, therefor, was to short circuit those walls because of the unprecedented volume and nature of the intelligence alarms that were going off. It would have been a quick fix designed as a stop gap measure. In retrospect it's clear that the information was there to be gathered if only the push to do so had been hard enough.
