What "turn over"? The so-called Governing Council will have no power over the US military and has no credibility with the Iraqi people either. And a few of the 25 puppets have come to life and are questioning the US strategy. Don't expect them to be given any power. At best, it will be like Karzai's ministry in Kabul -- needing US troops to keep them alive.
