The Taliban negotiations with Enron seems to explain everything and has an amazing fit to the timeline of what's happened, ranging back to the beginning of Cheney's energy task force meeting to everything that's happened since. It explains the blocking of the investigating commissions, the want to keep documents close at hand and the overall secrecy of the Bush-Cheney Administration.
