Bush also ruled out Palestinian refugees returning to Israel, bringing strong criticism from the Palestinians.

You sure? The oil card plays out a couple of ways:

1) Black market oil would make for nice funding for US black ops, don't you think? Better than trafficking in arms and drugs even. And it's not like this bunch in the White House don't have the connections, or the desire for black ops. Off-budget considerations!

2) Also, it's a matter of keeping oil out of the market as much as it is keeping oil in the market that counts, i.e., to control its price. Indeed, oil investments have gone to other areas, but having Iraq's supply ready when those investments run out is, to them, a nice longterm plan.

But I agree with you, the basing option does help the world dominence plan, and adds a new pressure into the protection of Israel.

There's 2.5 billion Chinese and Indians who want the same cars you do. That's a lot of suction coming down the pipe on the global oil spigot. Not a bad idea to be sitting on half of it and right next door to the rest, eh?

Good points. The only "oily" Presidential advisor is Cheney. And he is not as much of an oil guy as people claim. His game is more about the military-industrial-complex.
