At 40% away time, Bush is setting new standards. I don't think we need a new vacation time rule (some presidents undoubtedly do take the time to read, and catch up on background, and do get a lot of important work done; and I wouldn't want to deprive presidents more than is necessary of time with their families); but I'd go for a guideline, if not a rule, at least, suggesting that at critical moments during a war, it would be seemly for the president to locate himself somewhere near the seat of government. This wouldn't mean that he'd have to give up his midday two hour exercise and sleep break.
