That is mostly true, but:

1) Bush hasn't vetoed a single bill as President (a first for a President serving four years). They are pushing through a bill right now (the highway bill) just to allow Bush to veto it ... talk about politics!

2) I can't vote congress out of office. I think the system works better with opposing parties holding the White House and the Congress.
