Unfortunately I do not think so.
In Russia there was systematic extermination of best and brightest during Communist regime add to this Brain drain during last 20 years(first mostly Jews than everybody with high education) and heavy drinking.
I do not think they will be able to rebuild Just not enough smart active people
.
