I was talking about circumventing the funds that were to go for the war in Afghanistan to preparing with Tommy Frank for the war in IRAQ...without Congress's knowledge. Is this legal ? I did not think it was.

Some things were not illegal but they certainly were hidden from the American public....as pointed out by Woodward's book.. Like a big dishonest...?

Actually, Iraq is unconstitutional. The Constitution requires we honor all treaties to which we are signatories. This includes the UN charter, which forbids pre-emptive war. There is no vote on record at the UN authorizing us to attack; we didn't go back to the UN, because we knew we wouldn't get it.
