No, it isn't. The settlement blocks he is talking about are very close to the 5% of the West Bank that Barak talked about at Camp David.

I recall during the Oslo, these statistics were being bandied about because they were implying that STRATEGIC territory, necessary for making Israeli border more securable were the 5% they were referring to.
