Yes they are, and the democrats and republicans have caused it. The waste and lack of fiscal responsibility is outrageous/ The hiding of pork barrel spending within bills is flat out wrong, but it has become part of the process instead of the exception, the overhead is unrealistic...and voters vote for more of this...they are the enablers and are responsible too.
