assumed that he is practicing this fundamental "Golden Rule" rule much more accutely than the rest .

There is a subtle, but profound difference in the way that the Golden Rule is formulated and interpreted. It mirrors the changes made in the ordering of the Old Testament to give it a different conclusion.

<font color=navy>"Do unto others as you would have them do unto you" is the directive of Jesus</font>
This can (and often is) interpreted to mean that your actions should conform to your own ideals. This can include forcing your ideas upon others through missionary work.

<font color=purple> "What is hateful to you, do not do to your neighbor: that is the whole Torah; all the rest of it is commentary; go and learn." is the Golden Rule of Hillel (beginning of Rabbinic traditions).</font>
The subtle difference is that this rule requires that you refrain from harm, but do not encourage putting forward your own preferences. It is sometimes paraphrased as "Live and let Live".
