Your idea is an interesting one. Of course, the ACLU would say it is a 21st Century version of tattooing a number on a wrist like Hitler did with the Jews. I do agree that we need to find a method to empty those cities of all their weapons without advertising it beforehand. Our troops have a big job in front of them.
