My sentence at the top was referring to the US. And was in reference to the supplying of nuclear warheads/weapons - nuclear technology (supposedly "peaceful" but which would allow countries to develop their own weapons) is something else. Not sure about all the others - I suspect France has been the biggest proliferator of nuclear technology though.
