The only underclass that's not "moving up" now that Bush has solved the Clintin/Rubin economic disaster is the TRUE subhuman underclass in the Blue Zone...

The gap between the rich and the rest of the country also increased under Clinton.

Clinton's Administration, was a story, of a rising tide lifting all boats.
