I insinuated no such thing, except in your mind. What I wrote was this: "If the Iraqis had been sure that they were going to be fighting the US, they undoubtedly would have had a lot more ordnance. Maybe they would have kept their WMDs." #reply-20081470

As far as when the Iraqis obtained their ordnance, I would guess that most of it dates to the Iran war. It's quite common for nations to end up with huge amounts of armaments at the ends of wars, unless they're defeated. Maybe you're unaware of this fact, but this was the experience of the US in both WW1 and WW2, and Vietnam after the end of their war.
