Christ both fulfilled these in His church and will do so with Israel when He returns.

Please read the rest of Jeremiah 31. It is clear that He is speaking of the nation He was angry with in those days of the captivity. God did not scatter the Church in the days of Jeremiah, did He?

How can Israel's sin, which God foresaw, overturn prophecies He made about them, when He knew about those sins before He spoke?

Paul teaches this too in Romans 11:26
And so all Israel shall be saved: as it is written, There shall come out of Sion the Deliverer, and shall turn away ungodliness from Jacob.
