DELL's story definitely is what you speculate, imho. also there are some comments from Ashuk Kumar (spelling ?) on Monday or may even be yesterday, that the corporate up-cycle for PC is done, now it moves to servers and storage. oh, IM warned for next qtr also confirmed that upgrade cycle in Europe is near the end and U.S. has ended. they did well last qtr largely due to europe and the currency translation. look at IM chart, there you see a vertical up bar last qtr, and then an equally impressive down bar this qtr. ;-)
