The main idea is that time is running out, and there is no other means available except a beating to locate and neutralize the device, which is of sufficient magnitude to take out a large number of shoppers.

No Hawk, the final story was that the guy he beat up wasn't a terrorist, no one was saved as a result of his action and the perp made the rest up to try to justify his abuses. Look it up.
