does this mean the 296K people are part of the 308K people? or are the 296K people just part of the employed workforce? if the latter, then the interpretation that 296K part-time jobs were added seems incorrect.

That is hard to answer since we are not really sure if we really added 308,000 jobs or not.
I will assume the truth is somewhere in the middle.
We added 200,000 new part time jobs but 100,000 full time jobs were turned into part time jobs. That gives us 300,000 more people bitching about "part time for economic reasons" but in reality only 100,000 extra jobs were created the bulk of them part time.

Payroll data might suggest something like this as well. Perhaps Russ has a comment or two. Another possibility is people taking an "extra" part-time job because thay can not otherwise make ends meet. All in all, some sort of combination like that.
