Kerry is moving to the center slowly but surely.

The real question is where will he move after the election.

The Army document covering the investigation is easily found on the internet. From it you can read who has been punished so far. All the top brass involved in the management of the prison have been punished. Is it enough? I don't know. But everyone involved is being touched with some level of punishment. Unlike our civil system which allows many defendants to get off due to their so-called "victim status", the military exercises a bit more accountability IMO.
