I don't have a problem, inherently, with a draft.

But I would prefer trying to expand using the currently available recruiting pool as long as we can..

My problem with the draft is that we'd create a two-tiered military, part well-paid volunteer force and a draftee force which would either receive the same pay, but still be unmotivated, or receive lesser pay than the volunteers.

If we're going to do the draft, I think we should revamp the entire process to require mandatory service in some form and function, including non-combat, medical, and peace-corps at soon as an individual completes high school (or drops out, whereupon they will earn their GED in the military).

If we're going to take such a major step as bringing back the draft, then let's go all the way..

But if we're going to do the draft, then we should lower pay, and require E-1 through E-3 should be denied BAQ/BAS until they reach E-4.

And in return, we guarantee a college (or VoTech, if they choose) education to every honorably serving draftee. This would provide them the skills to earn more $$$ in the private sector upon discharge.

Btw, not being familiar with the conditions during the '60s related to draftees, were they treated differently than volunteers?

But I'm also not sure that just readjusting some of the slots between the services, and eliminating some of the peace-time staff positions to free up money for more troops, wouldn't alleviate the problem in the short-term.

Anyone who's ever been in the military understands just how top-heavy the officer ranks are compared to the enlisted.

Would you like to see draftees in the rear? Supply lines? The I don't want to get shot at guys won't work at your level.
