I dont get it. There is a war going on and they are trying to kill us. So instead of killing people we are "arresting" them.
But without Iraqi leadership, is there a war going on or not.? I guess not, since we are not at war with the IGC.

So the situation is cutting new ground as far as military operations go, but the ICRC is sticking by the old rules.

We are dealing with an enemy that wears no uniform, kills civilians and military people of all nations including Iraqis and follows none of the Geneva Convention rules.

Perhaps it is time for the organizations involved to set new rules for dealing with terrorists of the modern kind.
