Even if they weren't ordered to treat prisoners that way. The brass should have had the brains to realize that some of the GIs might get a little bigheaded in a prison like that and put the proper controls in place to prevent abuse. In any case, it sounds like the Pentagon ignored warnings from human rights groups for months before the scandal broke. Typical.
