Maybe, like a cornered cat, he was growling and putting on a show because for some reason he thought that if it appeared he had no wmds the U.S. would walk in and take over his oil-rich country.

Most analysts that weren't trying to scare up support for an invasion felt that he was not insane and that he had a good instinct for survival. He'd misjudged the U.S. response to his invasion of Kuwait but he certainly wasn't stupid enough to forget what happened to his army when the U.S. showed up. He knew his army was weaker in 2001, not stronger. That's what was sure to "stop him from making whatever demands he [chose] on others."
