Bush is the first President since Herbert Hoover to preside over an economy with a net loss of jobs during a term of office. That is his legacy. That is how history will remember him.

2.85 million manufacturing jobs lost under Bush, mostly in the heartland in states who backed Bush in 2000 but won't again. Some of those jobs replaced by low-paying jobs with little security or benefits. 2 trillion in deficit spending and a net loss of almost 2 million jobs. The worst performance in history I think. Or second to Herbert Hoover. Either way, very bad even with 9-11 figured in. 9-11 probably cost 250,000 jobs so we'll give him that.
