Certainly we are in good shape if it is a question of massive retaliation. However, even the American people would be appalled if the response is too disproportionate. Therefore, we have to be able to meet strategic challenges at much lower levels of destruction, rather than wholly relying upon our nuclear forces. Besides, they are not an effective deterrent against terrorist attack, where it is hard to know what to target..........
