I used the same sites as my son with my and my son's modems, with my and my son's ISP. In all the tests he consistently gets better speed - up to 1900K and I never get above 1015k. I will do those tests again at night time.
Also my ISP (local company) opened a Ticket with Bell for slow speed issue. Should receive a response within 48 hours. During the session Bell technicians do tests of the line and modem from their office. They just did it for my son. Hope it helps.
