John i have heard of parents who's kids do not require special ed putting them in there because they get better teaching. More time with teacher etc. I am talking about middle class and upper middle class parents. and the teachers spend the time with the students.. vs taking action to say the child is over qualifed for the program.

The New York Post rarely, if ever, does serious factual checking, so one would want to check to see if the numbers cited are accurate and reflect the full tenor of the report.

The NY Post is "not on the table" here, John. :>)

Seriously, They would have been creamed for putting up fake numbers. No excuse for that big a failure rate.
